after much hair pulling over the innefectiveness of haveing 'edit mode only' parts to blocks because... well... sometimes edit mode isn't *really* edit mode, I finnaly found out why it happens.

When a link is pressed in the preview area before sitesupra fully loads then the linked page is 'public'.  any link from a 'public' page is also 'public'.
